2021 International Plumbing Code (International Code Council Series)

The 2021 International Plumbing Code (IPC) establishes minimum regulations for plumbing systems to protect public health, safety, and welfare while supporting efficiency, sustainability, and innovation. Widely adopted across jurisdictions, the IPC provides comprehensive requirements for the design, installation, and inspection of plumbing systems, while also allowing the acceptance of new and innovative products, materials, and system technologies.

An independent study released by the Code Council in October 2019 compared model plumbing codes and highlighted the significant economic and environmental benefits of IPC adoption. Over a 12-year period, counties using the IPC saved approximately $38 billion in construction costs, reduced carbon dioxide emissions by 1,000,000 tons, created an additional 166,000 jobs, and conserved nearly 880 million feet of piping. On a project level, the study found that a single-family home built under the IPC could save up to $4,000 in labor, materials, and overhead compared to homes constructed under other plumbing codes.

The 2021 edition introduces several important updates that reflect evolving building practices and social needs. Multiple-user toilet facilities designed to serve all genders are now permitted, supporting inclusive design. Two new methods for relining and rehabilitating existing sewer systems have been added, offering more flexible solutions for infrastructure renewal. The code now accommodates mounted rooftop solar panels over vent terminals, recognizing the growing integration of renewable energy systems in buildings.

Additional updates include allowing CSA B805/ICC 805 Rainwater Harvesting Systems as an alternative design method, promoting water conservation and sustainable water management. Plumbing provisions from ICC A117.1-2017 Standard for Usable and Accessible Buildings and Facilities have also been incorporated, strengthening accessibility requirements and improving coordination across codes.

Together, these updates reinforce the IPC’s role as a forward-looking, cost-effective, and environmentally responsible plumbing code. The 2021 IPC serves as an essential reference for code officials, engineers, designers, contractors, and building professionals committed to safe, efficient, and inclusive plumbing system design.
